Overall shortage under
the capital head according to Army Vice Chief Lt. Gen. Sarath Chand ₹12,296 Crore.
The funds are under
pressure due to NPA, Forex Transaction
by Bank of Baroda, Indian Bank Axis Bank and PNB and creation of fugitive like Mallya,
Subrata Roy, Modi, Choksi and Kotharis etc.
